Agreement on Terms and Conditions of Use of the

Welcome to Internet Foreign Worker Levy Billing (iFWLB) System, a service brought to you by the Ministry of Manpower (MOM). This System is owned and maintained by the Work Pass Division (MOM). The iFWLB System is a service that allows registered users or their authorised representatives to view their current and previous months' bills through the Internet. This service is available free-of-charge to all employers of foreign workers. Please see the Guidelines on the Application of iFWLB System for more information on the use of this service.

By accessing this System or using this Service, you (the User) are deemed to have accepted the terms and conditions provided in this Agreement. The Work Pass Division (MOM) may revise these terms at any time by updating this posting. If you are not agreeable to the terms stated here, please kindly refrain from using this System and the service as such terms and conditions will bind users at the time they gain access to, and/or use the System and the service.


Users may not use the System for any illegal purpose or in any other manner inconsistent with the Terms and Conditions of Use.

Users are prohibited from violating or attempting to violate the security of the System hosting the iFWLB service including, without limitation, the following:

  1. accessing data or logging into a server or account which the User is not authorised to access;

  2. attempting to probe, scan or test the vulnerability of a system or network to breach security or authentication measure without proper authorisation;

  3. attempting to interfere with the service to any User, host or network, via means of submitting a virus or other malicious content to the Website, overloading or spamming; or

  4. forging any TCP/IP packet header or any part of the header information in any email or newsgroup posting.

Work Pass Division (MOM) may from time to time, and without giving prior notice, modify, suspend or alter the Website and it shall not be liable if the User is prevented from accessing the Services. The Work Pass Division may also vary or update the terms and conditions of use or any information contained in this System. Please check this Website and the terms and conditions of use periodically for changes.


All Users require a Singapore Personal Access (SingPass) in order to access the iFWLB System. The Users shall maintain the confidentiality of the SingPass and shall ensure that the SingPass is not revealed or disclosed in any manner whatsoever to any person. Sharing of the SingPass and/or the iFWLB account is strictly prohibited.

The Work Pass Division (MOM) shall not be responsible for any unauthorised transaction incurred by the User's iFWLB account as a result of the misuse or unauthorised use of the SingPass. The Users shall immediately notify the Work Pass Division (MOM) of any misuse or unauthorised use of their SingPass or their iFWLB accounts.


While every effort is made to ensure that all information contained in the System is correct, Work Pass Division (MOM) does not warrant the accuracy, adequacy or completeness of the information and expressly disclaims liability for any errors or omissions.

Further, no warranty is given that access to the System will be provided uninterrupted or free from errors or that any identified defect will be corrected or that the information on the System is free from virus or other malicious, destructive or corrupting code, agent, program or macros.


The Work Pass Division (MOM) shall in no event be liable for any damages, loss or expense including without limitation, direct, special or consequential damage or economic loss arising from or in connection or referable to:

  1. any access, the use or inability to access or use of the System or the service, or reliance on the information on this System;

  2. any system, server or connection failure, error, omission, interruption or delay in transmission; or

  3. any computer virus or other malicious, destructive or corrupting code, programs or macro that may affect, the computer equipment, program or other property of any User who gains access to, or uses the System.


By accessing this System, the user agrees to indemnify, hold harmless and defend the Work Pass Division (MOM) at all times from and against any claims, actions or demands, including, without limitation, reasonable legal and accounting fees, alleging or resulting from the user?s use or reference to any information of the Website or Service, or from the user?s breach of the terms and conditions of use.


All intellectual property rights in the materials and information contained in the System belong to Work Pass Division (MOM). Users shall not use the System in a manner that will infringe these rights.

No part or parts of the System may be reproduced, distributed, adapted, modified, republished, displayed, broadcast, hyperlinked, refered to, framed or transmitted in any manner or by means or stored in an information retrieval system without prior written permission of the Work Pass Division (MOM).

Users shall not copy or adapt the HTML code that the Work Pass Division (MOM) create to generate its pages, insert a hyperlink to this System on any other Website or replicate any Material contained on this System or any other server without the prior written permission of the Work Pass Division (MOM).


The Work Pass Division (MOM) reserves the right, at its sole discretion, to terminate the Service, with or without cause at any time or to terminate the access to iFWLB System of any User at any time without giving prior notice or reasons. The Work Pass Division (MOM) shall not be liable for any damages, losses or expenses howsoever caused by or arising out of termination of the Service.

The Work Pass Division also reserves the right to terminate the iFWLB account of any User and/or deny him access to the System if, in the opinion of the Work Pass Division, the User is deemed to have breached any of the terms and conditions of use.

The User may terminate his iFWLB account and his access to the System by giving the Work Pass Division (MOM) at least 2 weeks' prior notice in writing.


By accessing and/or using the System or service, Users agree that Singapore law (including without limitation the Electronic Transactions Act, Chapter 88) shall govern such access and the service.
